  如果你說的是商港區北堤
  就是從漁港看過去大型商船進出的那個北堤
  那絕對不是去寫寫文件就可以進去的
  而且那邊明令禁止釣魚
  但還是有不少裡面的人偷釣，不要太明目張膽就好
