[問題] 選牌問題

今天辦領牌的疑問，有選號，兩千塊

1. 請業務代辦，是否會有監理站提供的收據？
2. 我原本選A號碼，後來閃光想要B號碼，業務說要浪費A號碼的兩千（等同放棄），再花
兩千選B號碼（當時業務只是通知監理站人員，還未辦領牌。）請問是否正常？
